Indian police filmed helping mob beat thief

Dramatic footage of a petty thief being beaten and dragged behind a police motorcycle in a Rodney King-style attack in eastern India has caused outrage among human rights groups and raised fresh question about the routine brutality of India's police.

The snatch thief, Mohammed Aurangzeb, was surrounded by a baying mob after he attempted to snatch a gold chain from the neck of a woman in the lawless Indian state of Bihar.

Televised video footage from Bhagalpur district shows the half-naked man being punched and kicked as he lies writhing in the mud, begging for mercy as blows rain down on his back, shoulders and torso.

A few minutes into the beating two policemen are seen to arrive and join in the attack before tying the thief's legs together and dragging him through the street from a motorcycle driven by a grey-haired sub-inspector.

"He was dragged for some time and the police constable stopped his bike only when Aurangzeb lost consciousness," Afzal Amanullah, Bihar's home secretary, told a news conference yesterday in Patna, the state capital.

"This was an inhuman act and an unfortunate incident of a policeman taking the law into his own hands," he added.

The policeman has been suspended from duties pending an investigation.

The pictures, which were broadcast across India's news networks, have exposed once again the appalling record of India's police for perpetrating extra-judicial violence and killings with virtual impunity.

Ravi Nair, executive director of the South Asian Human Rights Network in New Delhi, said the behaviour of the policemen in the video was indicative of a culture of violence among India's police.

"What you see on this video is not an aberration. It's extremely common across this country because there is absolutely no culture of accountability among the police."

Mr Nair said that a lack of training among India's state police forces was often to blame for the routine beating and torture of arrested persons.

"There is no investment in the local police in this country, they do not learn forensic investigation and criminology. The only 'investigation' is with the big stick and the 'third degree'."

He added that while torture was rife, making a case against an Indian police officer was "virtually impossible" since any prosecution required permission from the head of the concerned state, permission that was virtually never forthcoming.

Bhagalpur is synonymous in India with one of the country's worst human rights outrages perpetrated in 1979-80 when 31 remand prisoners were blinded by police who poured acid into their eyes.

Although Indian police forces chose virtuous slogans - "With you, for you, always" (New Delhi), "Protect the virtuous, Punish the wicked" (Mumbai) - most Indians fear their police with good reason.

Civil Rights groups say that little has changed since the "Bhagalpur blindings", despite a 1981 Police Reform Commission which ordered states to adopt a series of reforms to improve their record.

Earlier this year India's Supreme Court reprimanded local governments for their abject failure to implement the Commission's recommendations.

Bollywood is also blamed for glorifying police violence with a series of films in recent years about India's "encounter cops" who won popular acclaim for carrying out extra-judicial killings against the Mumbai mafia.

India's police frequently justify their heavy-handed tactics by pointing the failure of the country's creaking criminal justice system which can take years to hear cases which are frequently corrupted by bribes and back-handers.
